Tentative Tract Map 15594 and Site Development Permit 2008-11 for the Teresina development (previously Pinnacle at Serrano Highlands) was approved by the City Council on June 19, 2012. In February of 2018, the site was cleared of landscaping.  Mass Grading Permits were issued by the City in early August, and grading activities are currently occurring at the site. 

The developer had submitted an application for an amendment to the approved project, which proposes changes to the site layout, grading, floor plans, architecture, site fencing, and site landscaping. On September 13, 2018, the Planning Commission held a public hearing and recommended the City Council approve the revised project. The Amended Tentative Tract Map/Site Development Permit is scheduled as a public hearing on the October 16, 2018 City Council meeting.
