Final Program Environmental Impact Report
The final Program Environmental Impact Report (PEIR) for the Opportunities Study has been certified.

The final PEIR studies the major areas of importance in the environmental analysis for the proposed project as required by Section 15123 of the California Environmental Quality Act (CEQA). The Executive Summary of the Final PEIR includes a brief description of the project, the project objectives, community/agency issues, the purpose of the Mitigation Monitoring and Reporting Program, and later alternatives to the proposed project. The proposed project focuses on seven properties consisting of approximately 838 acres of vacant land located in Lake Forest, north and south of State Route 241 (i.e., Foothill Transportation Corridor) and adjacent to the former MCAS El Toro.
