Under Government Code Section 51178, the Office of the State Fire Marshal is responsible for identifying fire hazard levels in Local Responsibility Areas (LRAs). This determination is based on statewide criteria and the expected severity of fire hazards in each area. The 2025 proposed Lake Forest map is at https://www.lakeforestca.gov/en/fire-hazards-severity-zones. The State Fire Marshal must also make recommendations to local agencies regarding Fire Hazard Severity Zones (FHSZs). These recommendations support local governments—cities and counties—as they designate and adopt these zones by ordinance, as outlined in Section 51177(e). Cities must hold a public hearing but cannot reduce the area of Fire Hazard Severity Map. CAL FIRE released the updated Local Area Fire Hazard Severity Zones Map for Southern California on March 24, 2025.
