January 2021 - Portola Center Northwest, named “The Oaks” by Baldwin & Sons, project developer, features a 22.5-acre planning area north of Glenn Ranch Road and east of Saddleback Ranch Road.  The development features 81 single-family homes, trails, and a ½-acre private neighborhood park.  As of December 2020, Portola Center Northwest is fully developed, with most, if not all, homes having been sold.

January 2017 - Roads within the sites have been paved and slopes have been landscaped. Phase I homes are under construction

September 2016 - Development has commenced, with the developer receiving approval for 81 single-family residences. Model homes are open as is Live Oak Park, a private half-acre neighborhood park at the entrance to the northwest planning area, located off of Saddleback Ranch Road. Park improvements include a multi-sport field, a group barbeque, picnic benches and shade structure, and a tot-lot play structure.

July 31, 2016 - The private neighborhood park was completed. The park features a grassy multi-purpose field, a play structure, and BBQ picnic area.

March 2016 - Model homes in a community known as The Oaks, opened to the public. These homes feature one and two-story homes ranging in size from nearly 2,700 to 4,700 square feet.

July 9, 2015 - The Planning Commission approved the construction of 81 homes and a 0.5-acre private neighborhood park (PDF). The homes include seven one-story homes each nearly 2,700 square feet, and 74 two-story homes between approximately 3,600 and 4,700 square feet.

Portola Northeast Planning Area

January 2021 - Portola Center Northeast, also a part of The Oaks development and located north of Glenn Ranch Road, and west of Saddleback Ranch Road, features 77.7 acres and 223 lots for the development of single-family homes, as well as a minimum ½-acre neighborhood park.  Homes in Portola Center Northeast continue to be developed and are released for public purchase in phases. As of December 2020, 54 single-family homes have been built, with more phases on tap for construction.

January 2017 - Steel plates have been installed across Glenn Ranch Road for cross haul from the south side has started.

September/October 2016 - Onsite preparation work will begin with a dirt exchange operation between the Northeast and South Portola planning areas. This work is expected to be completed in late Spring pending weather delay.

Portola South Planning Area

January 2021 - Portola Center South, named “IronRidge” by Landsea, project developer, and located south of Glenn Ranch Road sits on approximately 95 acres.  Portola South, approved for 622 units is comprised of 4 single family neighborhoods, 1 multi-family neighborhood and a mixed-use site, as follows: 

  • “Windstone”  85 single family homes built by Landsea
  • “Highmark”    83 single family homes built by KB Homes
  • “Bookhaven” 80 single family homes built by Landsea
  • “Sagebluff”    65 single family homes built by Landsea
  • “Copperleaf/Silveroak” 251 multi-family condominiums built by Landsea
  •  A mixed-use site consisting of 58 senior apartments, including 57 affordable 1-bedroom units for seniors age 62 years and over, and 10,000 square-feet of retail commercial. 

As of December 2020, all of the single-family homes have been built, as have many of the multi-family condominiums, and the mixed-use site is under construction. 

January 2017- Two storm drain basins have been constructed while another two basins are still under construction.

December 2015 - Landsea Holdings Corporation purchased Portola South. Portola South is comprised of up to 313 single family detached homes and 240 attached homes (including 57 affordable senior units). Grading, debris clearance, and wall construction is underway on Portola South. Model openings and sales are anticipated in the first quarter of 2017. Mixed Use Building:

On May 17, 2016, the City Council approved a mixed use building with 57 senior affordable units, one caretaker's unit, and 10,000 square feet of ground floor commercial space on a two-acre site located in Portola South. Construction plans have been submitted to the building department for plan check and are currently undergoing a second plan-check review.

Perimeter Trail and South Perimeter Park: 

  • 1.5 public Perimeter Trail (PDF) will begin at the five-acre public Community Park located at the northwest corner of Portola South and continue along the south and easterly boundaries.
  • The Perimeter Trail will feature nine exercise stations.
  • The Perimeter Trail and South Perimeter Park feature a playground, multi-purpose field and lawns, picnic pavilion, and seating.
  • The Perimeter Trail and South Perimeter Park will be accessible to the general public and will be owned and maintained by the Homeowners' Association.

2023 Community Services Commission

Notice

The City of Lake Forest is accepting applications to serve on the Community Services Commission. Applications must be submitted online using this form and must be received by 5 p.m. on Wednesday, January 11, 2023.

The Community Services Commission advises the City Council on matters pertaining to the acquisition, development, and maintenance of public parks and recreational facilities. The Commission also advises the City Council on matters relating to recreational programs and provides advice to the Community Services Department.

This Commission meets the Wednesday after the first City Council meeting of each month, at 6:30 p.m. Commission members pledge upon appointment to represent the overall public good and not that of an exclusive group or interest and will sign an Ethics Policy upon appointment to the Commission. The City assigns a staff liaison to work with the Commission and facilitate communication between the Commission and the City Council.

In addition to attending the regular monthly Commission meetings, Commissioners are expected to periodically attend and participate in City programs and activities. Commissioners receive a salary of $59 per meeting, not to exceed $118 per month.

The City's Planning Commission is a decision-making body tasked with reviewing matters related to planning and development in the City. The Traffic and Parking Commission advises the City Council on issues relating to parking and the safe and efficient movement of traffic, including vehicles, bicycles, pedestrians, and other modes of transportation upon the circulation network of the City.
